(2) If transport services resume by 10am, the libraries will open from 1pm. However, libraries will not be open if transport is suspended on Saturdays, Sundays, or holidays.

2. Issuance of weather warnings

If a warning (storm, heavy snow or snowstorm) or emergency warning is issued for Kobe City, the libraries will be temporary closed.
However, they will remain open in the following cases:
(1) If the weather warning is lifted by 6am, the libraries will open as usual.
(2) If the weather warning is lifted by 10am, the libraries will open from 1pm. However, libraries will not be open on Saturdays, Sundays, or holidays.

3. Issuance of evacuation advisories/orders (emergency) and disaster announcements

If municipal authorities have issued evacuation advisories, evacuation orders (emergency), or disaster announcements for areas where libraries are located as of 6am, the applicable libraries will be temporary closed.
